Inordertodeterminethephysicallocationwhereanemailaddressisbased,themost    reliabletechniqueistoplugtheIPlocatorfortheemailaddressintoan IPTrackersuchas `        www.discoveryvip.com/ipaddress.htm,g)% P  ` Currently,thereisbothfederallawandMarylandstatelawpertainingtounsolicited 0 commercialemail.Theapplicablefederalstatuteknownasthe ControllingtheAssaultofNon p SolicitedPornographyandMarketingActof2003or CANSPAMActwaspassedbythe P SenateonNovember25,2003,agreedtobytheHouseofRepresentativesonDecember8,2003,  andsignedintolawbythePresidentonDecember16,2003.Thelaw,whichestablishesafederal  p regulationofspamemail,tookeffectonJanuary1,2004.15U.S.C.A.7701etseq.(2004).
