LOCAL ADR (Alternative Dispute Resolution) PROGRAMS
ALLEGANY Custody/Visitation Mediation: Offers mediation from a list of court approved mediators. Cost is $40/hr/person, but a waiver program and sliding scale is available.

Financial Mediation: Offers mediation from a list of court approved mediators. Cost is $40/hr/person, but a waiver program and sliding scale is available.

A CINA/TPR mediation program: Program is in the development stages (children in need of assistance).

ANNE ARUNDEL

Facilitator Program: A panel of experienced family law, volunteer attorneys serve ½ day every other month to attempt settlement in cases at an early stage of the proceedings. The master immediately refers any case with issues that may be immediately resolved. If agreement is reached parties reappear before master and place on record.

Custody/Visitation Mediation: Orders parties, where appropriate, to a private mediator from a panel of attorneys and mental health professionals. Parties attend at least two, 2 hr sessions at $250 per party for four hours of mediation. Fee waiver is available. If agreement reached, mediator prepares a Parenting Agreement for their signatures and review by counsel. A copy of the fully executed Agreement is submitted to the Court for incorporation into an Order.

Property ADR: Refers parties to mediation of marital property and other financial issues. Parties attend at least one, 2 hr session. Cost is $300 per party for the 2 hr session, but fee waiver is available.

Triage Services: The custody evaluators provide emergency intervention for parties in crisis; results are reported to Court the same day.

BALTIMORE CITY

Family Mediation Service: Sheppard Pratt Family Mediation Services provides mediation of custody/visitation cases.

Volunteer Lawyer Settlement Conference
: Court-approved members of the bar meet with parties in an attempt to work out a settlement. Administered by Bar Association of Baltimore City with committee oversight.

BALTIMORE COUNTY Custody/Visitation Mediation: Conducted by the Office of Family Mediation of the Court. No fees paid by parties.
CINA/TPR Mediation: Conducted by the Office of Family Mediation of the Court. No fees paid by parties.
CALVERT Custody/Visitation Mediation: Mediation provided by a panel of mediators. Fee waiver guidelines in place or $55/hr/person. Order is for two, 2 hr session (if necessary). Mediators are asked to accept 2 pro bono mediations each year.

Property Mediation: Offered from list of court-approved mediators.
CAROLINE Custody/Visitation Mediation: The Court maintains an approved list of domestic mediators. The Court may order parties to attend up to two mediation sessions (four, if good cause is shown and it is recommended by the mediator). Court ordered mediation costs each party $100 per session (usually two hours). Eligible parties may apply for financial assistance through the Family Services Program.
CARROLL

Custody/Visitation Mediation: Mediation by 5 court-approved mediators. Cost is $70/person/session. Usually 2 session are ordered lasting 2 hours each. If a Memorandum of Parent Agreement is prepared parties are charged an additional $70, usually split by the parties.

Community Conferencing: Community mediation of juvenile offenses. Referrals from court, DJJ, public, police, churches. No fee.

Property Mediation: Mediation of property, alimony, pension and child support issues by court-approved mediators. Cost is $70/person/session. If attorneys prepare a consent order an additional $200 is charged, usually split by the parties.

Parent/Teen Mediation Project: Teenage and adult co-mediators assist teenagers and adults to resolve disputes. Referrals from DJJ, police, public, etc. No fee.

CECIL Facilitation: Non-attorney facilitators assist parties in custody and visitation cases resolve their dispute. No fee.

CHARLES

Custody/Visitation Mediation: Offers mediation from court-approved list of providers. They are handicap accessible and telephonic conferencing is available. Cost is $50/person/session and a waiver is available.

Family Property Mediation: Mediation of property issues provided by a panel of property mediators. Cost is$75/hour/person.

Children First: Provides mediation services for conflict arising in the course of a child support action.

DORCHESTER Custody/Visitation Mediation: Offers mediation from a court approved list of providers. Cost is $65/hr/person and the court usually orders 2 sessions lasting 2 hours each.

Property Mediation: Mediation of property issues provided by a panel of property mediators. Cost is$65/hour/person.
FREDERICK Custody/Visitation Mediation: Offers mediation from a court approved list of providers. Cost is $100/person/session and the court usually orders 2 sessions lasting 2 hours each.

Property Mediation: Mediation of property issues provided by a panel of property mediators.
GARRETT Custody/Visitation Mediation: Mediation provided by a panel of approved mediators. Cost is $100/hour usually split by the parties.
HARFORD

Custody/Visitation Evaluation: Evaluators geared toward dispute resolution. Parties have the option of being the first users of evaluations to facilitate a parenting plan. Sliding scale fee, not confidential.

Custody/Visitation Mediation: Either family court services or private providers mediate disputes. Cost is $100/hr, sliding scale fee available.

Parent Access: Special program for mediation, evaluation, facilitated visitation and parent education in child support/visitation cases. Services are free.

Parenting Coordinator Project: Specialized ADR Service for the high and chronic conflict cases.

Attorney Facilitated Settlement Conferences for Pro Se Litigants: Settlement conferences are conducted 1 day each month for 10 pro se cases in which custody/visitation are disputed.

Dependency Mediation: For CINA(children in need of assistance) and TPR(termination of parental rights) cases. Mediation can involve birth parents, adoptive/foster parents, attorney, social workers, CASA and kids.

HOWARD Custody/Visitation Mediation: Offers mediation from a court approved list of providers. $75/person/hr. Usually two sessions of 2 hrs each. Fee waiver is available.
KENT Custody/Visitation Mediation: Offers mediation from a court approved list. Fee waiver is available. Cost is $100/hour, usually split by the parties.

Property Mediation: Offers mediation from a court approved list. Cost is $100/hour.
MONTGOMERY Custody/Visitation Mediation: Mediators conduct two session mediation services at no cost to the parties. A Spanish speaking mediator is also available.

Property ADR: Private providers mediate property issues in family cases.

Facilitator Program: Experienced attorneys facilitate settlements during scheduling conference dockets. If agreement is reached, it is immediately placed on the record. Parties receive this service for free.

Juvenile Dependency Mediation: Provides Court-ordered mediation of CINA cases prior to adjudication

PRINCE GEORGE'S Custody/Visitation Mediation: Parties are referred to court-approved mediators for a minimum of two, 2 hr sessions. Cost is $37.50 per person and fee waiver is available. Mediator prepares any parenting agreements and submit to the Court for incorporation into the order.

Property Mediation: Cases referred to court-approved mediators.
QUEEN ANNE'S Custody/Visitation Mediation: Department of Social Services provides a mediation program. The cost is $75.00 divided between the parties. The mediator prepares a Parenting Agreement and submits to the court.
SOMERSET Custody/Visitation Mediation: Court-approved mediators receive cases on rotating basis. Any parenting agreement reached is submitted to the court. Cost is $75/party/session. Fee waiver is available.

Property Mediation: Offered from a panel of court approved mediators. Cost is $75/party/session. Any agreement is read into the record at a court hearing.
ST. MARY'S Custody/Visitation Mediation: Offers mediation from a list of court-approved mediators. Court orders all contested cases to 2 custody/visitation mediation sessions lasting 2 hours each. Cost is $100/person/session.

Custody/Visitation Mediation - Transformative: A contractual provider offers transformative mediation. No cost to the parties.

Family Mediation Program: Non-profit community organization that uses a co-mediation team to facilitate agreements in highly emotional cases. Free.

Dependency Mediation: A CINA/TPR mediation program is in the development stages. No cost to the parties.
TALBOT Custody/Visitation Mediation: Offers mediation from a list of court-approved mediators. With the Order, a “mediation packet” is sent to parties describing process. Cost is $200/session and court proportions fee between the parties. Fee waiver is available. Usually 2 sessions are ordered. Mediator reduces any agreement to writing and sends to parties & attorneys.
WASHINGTON Custody/Visitation Mediation: Offers mediation from a list of court-approved mediators. Mediators conduct 2 sessions lasting 2 hours each. Cost is $200 per session which is split among the parties. Fee waiver is available.

Dad’s Connection: This state-funded program provides mediation of visitation issues to pro se litigants free of charge
WICOMICO Custody/Visitation Mediation: Offered through a list of court approved mediators. Parties ordered to attend a minimum of 2, 2 hour sessions (after parenting seminar). Fee is divided and waiver program available. Mediator prepares any Parenting Agreement for each party to share with counsel.

Volunteer Attorney Settlement Panel for Property ADR: Provides mediation for property and financial issues through volunteer attorneys. Free.
WORCESTER Custody/Visitation Mediation: Offered from a list of court-approved mediators. $75/person/session, sliding fee available.

Volunteer Attorney Settlement Panel: Members of the Worcester County Bar Association who are experienced family law practitioners facilitate settlement conferences for the Court. No cost to the parties.

Marital Property Mediation: Mediation ordered for property and/or alimony disputes.

Pro Se Family Mediation: Mediation for cases where parties do not have attorneys. One time $25 fee, sliding scale available.
