The Maryland
Judiciary's Foster Care Court Improvement Project (FCCIP)
has endeavored since 1994 to improve the performance of
juvenile courts in child abuse and neglect cases.
Although the juvenile court has jurisdiction to preside
over delinquency matters, the focus of the FCCIP is primarily
child-in-need-of-assistance (CINA) and related termination
of parental rights (TPR) and adoption cases. The FCCIP
is comprised of juvenile court judges and masters, court
personnel, representatives of social service agencies, attorneys,
and others with expertise in child welfare. Based
upon an initial assessment of the court's performance, the
FCCIP is currently working toward implementing recommendations
for improving the effectiveness of the juvenile court in
CINA and related cases.
