Lavinia G. Alexander Named Clerk of Baltimore City Circuit Court

(BALTIMORE – March 12, 2015), Chief Deputy Clerk Lavinia G. Alexander has been named as Clerk of the Circuit Court for Baltimore City. Alexander, who has served as Chief Deputy Clerk for more than 14 years, will fill the vacancy created last month by the death of Clerk Frank M. Conaway, Sr. The appointment is effective immediately.

The appointment was made by a vote of the judges of the court, who acted pursuant to the procedures set out by the Maryland Constitution (Article IV, Section 25): “In case of a vacancy in the office of Clerk of a Circuit Court, the Judges of that Court may fill the vacancy until the general election for Delegates to the General Assembly, to be held next thereafter, when a successor shall be elected for the term of four years.” The next general election will occur in 2018.

“The Baltimore City Circuit Court is the busiest in the state, particularly the criminal docket. It is essential to maintain the efficiency of this high functioning, high-traffic court,” said Circuit Administrative Judge W. Michel Pierson. “Ms. Alexander is uniquely and eminently qualified for this position, having extensive experience and expertise in managing the services the Clerk’s Office provides. And, as Chief Deputy Clerk, she already serves in a day-to-day leadership role in its operations.”

The Clerk’s Office of the Baltimore City Circuit Court, which includes approximately 280 employees, is responsible for receiving, recording and maintaining all records of proceedings, including court orders, pleadings and filings, processing orders and judgments, entering and maintaining documentation for land and business transactions such as deeds, mortgages, and plats, issuing business licenses and marriage licenses, and performing civil marriage ceremonies. The Clerk administers oaths of office to officials, judges and appointees commissioned by the Governor.

Alexander has served as Chief Deputy for the Circuit Court for Baltimore City under Conaway’s leadership since January 2000. She joined the Judiciary with more than 20 years of experience in the finance industry, including specializing in loan acquisitions for Signet Bank and managing corporate customer relations for Explore, Inc., a national educational enrichment program for youth that operates in collaboration with the Police Athletic League. A member of the Judiciary’s Conference of Circuit Clerks, Maryland Clerks Association and Human Capital Management, Alexander is a graduate of the National Center for State Court’s Institute for Court Management. She attended Morgan State University and the American Banking Institute.
