(Annapolis, MD — December 21, 2007) Frederick County District Judge Oliver John Cejka has been appointed administrative judge for District 11, encompassing Frederick and Washington counties. Chief Judge Ben C. Clyburn of the District Court of Maryland announced the appointment today; the appointment will become effective January 1.

Judge Cejka is replacing Judge W. Milnor Roberts, who is returning to the bench full-time after having served as administrative judge for District 11 since June 2001. As administrative judge, Judge Cejka is responsible for the administration of the Frederick and Washington counties District Court, including the supervision of all judges, officers, and employees. He is also charged with the expeditious disposition of cases, management of the trial calendar, and oversight of the court’s budget and procurement functions.

Judge Cejka has served as associate judge in Frederick County since August 2005. He received his bachelor’s degree from the University of Miami and his law degree from the Samford University Cumberland School of Law. Judge Cejka also has a master’s degree in business administration with a concentration in personnel management from Mount St. Mary's University. Prior to entering the practice of law, he served as a captain in the United States Army, litigating administrative separations of military personnel as well as teaching the Uniform Code of Military Justice to officers and senior enlisted members of the military.

Before being appointed associate judge of the District Court for Frederick County, Judge Cejka managed a private practice of law for approximately 20 years in general litigation. He and his family reside in Frederick.

“I am deeply honored by the appointment to be administrative judge of District 11,” Judge Cejka said.
