Circuit Court for Carroll County Self Help Center

Welcome!

The Carroll County Circuit Court Self-Help Computer Center located in the Law Library consists of a computer kiosk which has been designed to help the public and self-represented litigant navigate the Maryland Judicial System in regard to Circuit Court Civil Non-Domestic/Non-Family law matters.  The Self-Help Computer Center at the Circuit Court Law Library is open to the public Monday-Friday, 9:00 am – 4:30 pm. 

The Carroll County Circuit Court Self-Help Computer Center provides online and community-based legal information and legal service provider resources for Circuit Court Civil Non-Domestic/Non-Family law matters including:

  • FREE access to a Self-Help Legal Information Reference Center online database that contains forms and NOLO books (self-help legal guides) for the public and self-represented litigant

  • FREE access to a Self-Help law book section geared towards legal research for the public and self-represented litigant

  • FREE access to WestlawNext & Lexis Advance which are online legal databases for legal research

  • FREE access to the Peoples Law Library of Maryland – A Self-Help Website for Marylanders.  The purpose of the People’s Law Library is to provide self-represented litigants in Maryland State Courts information about the law, including summaries of the law, links to primary and secondary legal sources and referrals for legal services.

  • FREE access to ASKUSNOW!  Law Librarians are available live Tuesdays 9-11 am and Tuesdays & Thursdays 2-4pm by sending an email for a response from a reference librarian at the Maryland State Law Library.

The Self-Help Computer Center provides information about legal service provider resources for Carroll County citizens such as:

  • SENIOR CITIZENS:  FREE Legal Aid Services available to Senior Citizens in Carroll County where Carroll County residents who are 60 years or older can get free legal assistance, courtesy of the Bureau of Aging and Disabilities. Services are provided through the Mid-Western Maryland Office of the Legal Aid Bureau.  Call the Legal Aid Bureau at 1-800-679-8813 between 9:00 am and noon on Tuesday-Friday with questions or attend walk-in clinics that will be held between 1-4 pm at rotating Carroll County Senior & Community Centers.  For further information go to:  http://ccgovernment.carr.org/ccg/aging/default.asp

  • MARYLAND VOLUNTEER LAWYERS SERVICE:   Serves all ages.  Clients are responsible for all non-waivable court fees.  Provides free quality civil legal assistance to Marylanders with limited income.  Provides free (and in some cases low cost) legal representation to Marylanders with limited income.  Also provides free legal help for community-based nonprofits that are working to strengthen low-income communities in Maryland.  Each eligible individual client is matched with a volunteer lawyer who has the appropriate skills and expertise to provide quality representation.  Intake hours are Mon-Thurs 9 am to 1 pm.  Phone number (410) 547-6537 or (800) 510-0050.  Web site:  www.mvlslaw.org
