Visiting the Library

October 9: The Courts of Appeal Building will be closed on Friday, October 9 for building repairs. Library staff will respond to email requests during regular business hours. In-person and telephone assistance will NOT be available. Contact us at
October 10-12: The Library will be closed on Saturday, October 10 and Monday, October 12 due to the Columbus Day holiday.
October 13: The Library will reopen on Tuesday, October 13 and resume normal operations.

The Library is open our normal hours of operation. Due to distancing protocols, the Library has limited capacity for in-person visitors.

Public visitors must schedule library visits in advance by phone (410-260-1430) or email ( All persons entering the building must follow the Judiciary’s COVID-19 health measures. (Updated August 31, 2020)

The Thurgood Marshall State Law Library is located in Annapolis, Maryland. The Library is in the first floor of the Courts of Appeals Building, just outside of downtown Annapolis at 361 Rowe Boulevard, just one block south of the Navy Stadium.

Hours of Operation

  • Mondays, Wednesday, and Fridays: 8:00 a.m. - 4:30 p.m.
  • Tuesdays and Thursdays: 8:00 a.m. - 9:00 p.m.
  • Saturdays: 9:00 a.m. - 4:00 p.m.
  • The Library's Special Collections Room is open to the public by appointment.
