Visiting the Library

Beginning Monday, November 30, the Library is open Monday through Friday, 8 am to 4:30 pm. In addition, email assistance is available on Tuesdays and Thursdays from 4:30 pm to 8 pm and Saturdays from 9 am to 4 pm.

Due to distancing protocols, the Library has limited capacity for in-person visitors. Non-Judiciary visitors must schedule Library visits in advance by phone (410-260-1430) or email (lawlibrary@mdcourts.gov).

Judiciary staff are welcome in the Library at any time. Please notify the Information Desk upon arrival so that we maintain distancing protocols among Library users.

All Library visitors must follow the Judiciary’s COVID-19 health measures. (Updated December 28, 2020)

The Thurgood Marshall State Law Library is located in Annapolis, Maryland. The Library is in the first floor of the Courts of Appeals Building, just outside of downtown Annapolis at 361 Rowe Boulevard, just one block south of the Navy Stadium.

Hours of Operation

  • Monday through Friday: 8:00 am to 4:30 pm
  • Email Assistance: Tuesdays and Thursdays, from 4:30 pm to 8:00 am and Saturdays from 9:00 am to 4:00 pm
  • The Library's Special Collections Room is open to the public by appointment.
