Judge Dino Flores Named District Administrative Judge
in Frederick County

 

ANNAPOLIS, MD — Frederick County District Judge Dino E. Flores, Jr., has been named administrative judge of District 11 (Frederick and Washington counties) of the District Court of Maryland. 

With the approval from Maryland Court of Appeals Chief Judge Mary Ellen Barbera, District Court of Maryland Chief Judge John P. Morrissey named Judge Flores district administrative judge, effective January 2, 2018. 

“Judge Flores’ experience with the public defender and state’s attorney’s office makes him a strong candidate for the role of district administrative judge,” said Chief Judge Morrissey. 

Judge Flores succeeds Judge Oliver J. Cejka, Jr., who was appointed to the Frederick County District Court on August 23, 2005. Judge Cejka is voluntarily stepping down after having served 10 years as the administrative judge for District 11 and will assist Judge Flores with the transition to his new responsibilities.

“I am confident he will follow in the footsteps of Judge Cejka to serve the people of Frederick and Washington counties,” said Chief Judge Morrissey. “I thank Judge Cejka for his continued exemplary service.”

Judge Flores has served on the Frederick County District Court since July 29, 2016. After earning a Bachelor of Arts from Duke University, he earned his Juris Doctor from Georgetown University Law Center in 1989. He was a law clerk to Judge James S. McAuliffe, Jr., in Montgomery County Circuit Court from 1989 to 1990 and was admitted to the Maryland Bar in 1990. Judge Flores was assistant public defender in Montgomery County from 1990 to 1992 and assistant state’s attorney in that county from 1992 to 1994. He became assistant state’s attorney in Frederick County in 1994 and served there until 1999. Before joining the bench, Judge Flores was an associate with the Law Offices of Steven D. Kuferberg, Frederick Office, from 1999 to 2008, and was attorney and partner with Schaffer, Black & Flores from 2008 to 2016.

Judge Flores is currently a member of the Maryland Electronic Courts Advisory Committee. The Maryland Electronic Courts initiative, also known as MDEC, is a case management system that permits electronic filing as well as electronic storage of case records for all four levels of courts in the state. It is now operational in more than 70 percent of the state, including Judge Flores’ district. 

“We have seen some system wide changes in the last year with the advent of MDEC, the passage of the Justice Reinvestment Act, and the Bail Reform Rule, amongst others,” said Judge Flores. “I am honored to be able to contribute to District 11 continuing forward as one of the finest districts of the District Court of Maryland.”

Judge Flores is also currently a member of the Maryland Hispanic Bar Association, where he served as president from 2000 to 2001. He was a member of the Montgomery County Bar Association and is currently an active member of the Frederick County Bar Association and the Frederick Criminal Defense Bar Association.
