Judge Mark S. Chandlee named administrative judge of the Circuit Court for Calvert County

ANNAPOLIS, Md. -- Maryland Court of Appeals Chief Judge Mary Ellen Barbera has named Judge Mark S. Chandlee county administrative judge of the Circuit Court for Calvert County, effective March 21.

Judge Chandlee succeeds Judge E. Gregory Wells, who has been appointed to the Court of Special Appeals by Gov. Larry Hogan. Judge Wells served as county administrative judge since March 1. He succeeded Judge Marjorie L. Clagett, who had been county administrative judge for nearly seven years before her retirement on Feb. 28.

“Judge Wells has provided exemplary service to the Judiciary, the people of Calvert County, and the citizens of Maryland,” Chief Judge Barbera said. “I know he will be a valuable addition to the appellate bench. Judge Chandlee has a strong background as an effective and dynamic manager, which makes him eminently qualified to take on the tasks ahead and lead the court during this next era of service. I look forward to working with him.”

County administrative judges oversee the administration of the court, budget, and procurement functions. They also manage trial calendars to ensure the expeditious disposition of cases.

“I am honored to have Chief Judge Barbera’s support and trust as I assume this new responsibility,” Judge Chandlee said. “I feel privileged to have worked with Judge Wells and Judge Clagett for the past several years. They have provided wonderful examples of leadership that I intend to build upon. I welcome this opportunity to serve my community and the courts in this new capacity.”

Judge Chandlee was appointed to the Circuit Court for Calvert County in October 2013. He is presiding judge of the Calvert County Adult Treatment Court. Judge Chandlee serves as vice chair on the Maryland Judicial Council’s Specialty Courts and Docket Committee and is a member of the Joint Work Group on Human Trafficking and the Juvenile Law Committee’s Juvenile Justice Subcommittee. Judge Chandlee was a member of the Judicial Council’s Education Committee from 2015 to 2018 and served as chair of its Technology Training Services Subcommittee from 2016 to 2017.

After graduating from Frostburg State College in 1984 with a major in political science, Judge Chandlee attended the University of Vermont School of Law from 1984 to 1985. He earned his Juris Doctor from the University of Baltimore School of Law and was admitted to the Maryland Bar in 1987. After clerking for Judge Ernest A. Loveless, Jr., Seventh Judicial Circuit, from 1987 to 1988, Judge Chandlee was an associate with Miller & Webster, P.A., in 1989 and served as assistant state’s attorney for Prince George’s County from 1989 to 1992. He was with Eugene M. Zoglio, P.A., from 1992 to 2006, and was a partner with Zoglio & Chandlee from 2006 to 2013.

“I have known Judge Chandlee for many years. He is dedicated to our community and he is an astute jurist and effective manager,” Judge Wells said. “It is reassuring to be able to join the Court of Special Appeals knowing the administration of the Calvert County Circuit Court is in such capable hands.”
